25/0/5 is the Masteries Build, 25 in offense to max out your damage and 5 in Utilities just in case your ganked or miss click causing you to die.

Exhaust for a way out or to "FINISH HIM!!!" and Ghost is the same.

For skills start with Raise Morale wait for first minion and cap him and by the time you get to the turret furthest out you should be able to cap another one, (now this works if your solo or partnered up, think how much harder it is for a lane with 2 champs in it to level if your stealing their minion kills.) Hit Parrrley 2 times then get Remove Scurvy. You'll want to max out Parrrley and Cannon Barrage after that.

Rune build goes: 3 Quintessences of Armor Piercing, 9 Glyphs of Cooldown Reduction, 9 Seals of Cooldown Reduction, and 9 Marks of Armor Piercing. Armor Piercing is a big "DUH!!!" and the Cooldown Reduction is to have more use of your Ultimate most but also any other skills, of course.

The item build is meant to keep you from having to buy Runes for Critical Hit% and any pair of boots. Granted you'll be slow in the being but that's why you have Parrrley for "More Buck for your Bang"....LOL!!! I start with building the Avarice Blade for Crit%/Money and hold on to it till you finish making the Phantom Dancers. 2nd item is the Sheen, this is for upping your Parrrley damage/crit damage, later this will turn into the Trinity Force. 3rd item should be Infinity Edge, this will up your damage/crit damage alot. After the IE is complete build Zeal and then Phage to complete your Trinity Force. 4th item slot goes to Phantom Dancers for all the obvious reasons. After your Phantom Dancers are complete you can go 1 of 3 item builds: 1.Finish Youmuu's Ghostblade, 2.Build Last Whisper, and 3. Executioner's Calling. Now i normally do it in order 1-2-3 and it works out well for me, depending on your style of game play or how your doing at this point I would say go with your gut feeling.

Now I understand a lot of players can't play without a pair of boots, I was the same way for a long time, but I changed my style of play with Gangplank to a Defensive/Support style until I build my movement speed items. With GP being so squishy end-game I always hide behind a tank or 2. This build does work, but it takes teamwork to do it. So don't go in to the game thinking your a bad-*** or something, just hang back, pick off your minions and harass the enemy champs.
