Hello everyone, this is nat200678, a casual player who is good at the game. I have seen many Quinns in the Fields of Justice, and some don't really seem to know what they're doing. I hope this helps. Remember... THIS IS A WORK IN PROGRESS! A friend was begging me to publish what I had. I still posted everything you really need to know above though.
Quinn is a highly mobile adc, especially with her ult, tag team which is also a great
chaser/runaway mechanism. You can also easily kill low health targets with her 2nd cast of her ultimate, Skystrike. Even though she has only been out for a little bit, she is one of my favorite adc's as she is burst reliant, and I main in those champions. I honestly hate Right-click-win champions and that's another reason I like her, as she can counter them (kinda).
Fury
Every bit of attack speed on an adc counts
Deadliness It's like a free scaling rune of damage and also leads into Weapon Expertise
Havoc You deal more damage later on in the game, and I'd take that instead of Butcher , but if you're not good at last hitting, take two points in butcher and one in this.
Weapon Expertise You need some armor pen, as you don't get a Last Whisper (most of the time!)
Lethality Not that great, but you want it to get Frenzy
Frenzy Its free attack speed and works well with crit items.
Sunder MOAR Armor pen!
Executioner Nice finishing touch kill people.
Perseverance Helps you to stay in lane longer
Durability Free 108 health at 18 and allows you to get Veteran's Scars
Hardiness Makes their adc deal a bit less damage
Veteran's Scars A little bonus health for the laning phase.
Remember guys, these are my preferences, so you can still make adjustments.

Greater Mark of Attack Damage Free 9 bonus attack damage!

Greater Glyph of Magic Resist This is needed for the whole game too!
Greater Quintessence of Attack Damage Why not armor pen? Well, as Quinn, you do so much damage with Harrier and as Valor, you're attacking so quickly it's almost useless. So that's why I think you should get 7 bonus damage instead of armor pen. Of course, it's all up to you.

You should normally start out with a Doran's Blade. But if your support uses someone who
doesn't have a heal (not including Heal), grab the sword and two pots. You can still get doran's blade, but you should be a bit less aggressive if you have no healer.
This is what you should be able to buy on your first trip back. If you have been playing
correctly, you should have enough farm (or even kills) to buy Boots and your Vampiric Scepter. Chances are though, you won't get a B. F. Sword or a Berserker's Greaves yet.
