Riots changing hid parrley, raise morale and cannon barrage. Also what kind of runes are the best for him? i see people stacking crit chance and crit dmg but I use armor pen/mana regen/cd/armor pen. What are your guys opinions?

Probably standard ArP marks, scaling MP5 seals, CDR or MR glyphs, and flat health quints.

No, you'll be fine with either one. The problem before was that you couldn't spam Raise Morale without some sort of mana regen and now the problem may be Parrrley spam - we have to wait and see whether he needs the MP5 more early game or late game.

Scaling mana regen is pretty cheap anyway.

Runes are probably best as:
ArP marks
MP5 seals. MP5/lvl might be good with 21utility, but I don't play GP much, so I can't say for sure.
CDR, MR or MR/lvl glyphs
ArP or AD quints. AD for a lot more early damage, but a little less mid/late damage.
