If you do not have Black Cleaver on Renekton you are not playing him to his fullest potential. It is the best damage item for him, period!
With that said, his damage output isn't the highest because that isn't his job. His job is to control an opponent for the team. He should be dashing around him stunning as much as possible. As such, cooldown reduction is his most need stat.
Randuin, Boots of Lucidity, Brutalizer are all great items on him. You should think of yourself as an annoying little ****er who won't die. o.o
