I think the best assassins are ones that have a lot of burst damage. As in, they go in, kill the carry in half a second, get out. Before anyone can do anything.
AD has to take their sweet time with the kicking. When Evelyn is out of stealth is the time to jump on her...you want to make the window of opportunity for the enemy team as short as possible. Besides, her Q, Hate Spike, IS sustained damage and it scales with ability power, not attack damage. As in, AD's glory of low burst but high sustain is beat by high burst and medium sustain.
Its just common sense when you boil it down, I think.
