Early game you can stand under their tower and charge your ult, ensuring plenty of tower damage and possibly a kill.
Mid/Late game you can set it up in bushes, catch running enemies, etc. It's really a great skill for AP Nunu, especially with Morgana backup or BV.
I agree, though, as a tank it's mostly for distraction.

Gragas isn't really a smart choice for a jungler. He's been nerfed in areas that harmed his jungle quite heavily, making his laning prowess heavily outshine his jungle.
Two things I disagree with here.
One is Gragas. Runes really only play a modest role, and you can literally build and play him however you want after early/mid game is over. He has quite a bit of mobility, and with red, he can stick to a target like glue, blow enemy summoners, then come back for the kill. Once he hits 6, if the player is good at landing his ult, it pretty much guarantees the kill.
Two, I'd also like to throw Alistar in as a viable AP jungler.
