It was like that with Cait for some time too. I think they do it to see if they need to make changes to champs.

I once wanted Renekton in the free rotation, but I got bored of waiting and bought him three months ago. But on a side note we've been having WAAAAAAAAAAAAAAAY too many Shens in the weekly rotations.

Riot considers both sion and mao as bruisers.

I was simply listing them against their counterparts, as Riot picks 2 champions of each "role" in order to make low level games as balanced/fun as possible with the free week rotations.
