I personally get two points into Blinding Dart before I switch focus onto Move Quick. Full two seconds is definitely nice to have early-on.
Was kinda hoping Phreak was going to showcase Teemo's camouflage a lot more, hah. "Early-game, I rush to my lane as quickly as possible and sit still, allowing Teemo's passive to activate. When my opponent shows up, I attack them and force them to go back to base, then use my level advantage to make Teemo seem like he's unbeatable in lane for the rest of the spotlight."
