Hecarim is mostly played as top laner nowadays, and that's a nerf to his laning.

They're trying to get him to move more into the jungle now instead of an only-top-lane champion (i know he isnt like that in solo queue. but Riot bases a lot of their buffs/nerfs on what happens in the LCS and other pro lagues)

Hello and welcome to the MOBAFire Patch Summary - 5.9!
While our newly announced champion Ekko makes his way to the PBE, Riot is also changing one of League's oldest champions today, as Ashe's Champion Update will be live in this patch.
In this post, we'll be taking a look at that update, before reviewing balance changes to other champions and items. To top that all off, we'll also give you a sneak peek of a whole bunch of upcoming skins, including the Samsung White skins which will be released in honor of their victory during the 2014 World Championships in Seoul. Another patch, another champion update. After last patch saw an old champ Ryze to glory, today's patch will see another champion's old design turn to Ashes.
Bad puns aside, this means the slow from her old Q ( Frost Shot) has been moved to her passive and Ashe will now always critically strike slowed targets, though the damage multiplier for her crits is only 1.1 (x the normal damage) rather the standard 2.0. Her new Q, Ranger's Focus, will also allow her to consume stacks gained with her passive, which provides her with extra Attack Speed and - at max stacks - causes her to fire a flurry of arrows every time she attacks someone (for a short duration). Finally, one more change worth highlighting is the fact Hawkshot is now a global ability, but no longer has a passive which generates gold.
As you can see in the table above, the rest of the champion changes are rather mixed in nature, with some champions receiving love while others have been whacked in the face by Morello's nerf bat. For example, Renekton now gains a small attack range buff when activating Ruthless Predator to increase its usability, Olaf now receives a 50/60/70% movement speed buff for 1 second upon activating his ultimate, Ragnarok, and the slow and knockback distance of Trundle's Pillar of Ice have been increased.
On the flipside, Hecarim's Rampage now costs more mana to cast, Morgana's Tormented Shadow deals less damage at early ranks and Annie's attack range has been reduced by 50.

Upcoming Skins
Technically, not all of these skins should be classified as "upcoming", as Jack of Hearts Twisted Fate has been in the game for over five years. However, its splash is receiving an update as it becomes part of an upcoming deck of skins.
As mentioned in the introduction, another group of skins which is to be released soon is dedicated to Dandy's Rengar, Looper's Singed, Mata's Thresh, Imp's Twitch and Pawn's Talon. Both of these groups have one combined splash art for all five skins.
All new card-related skins will be available for 750 RP upon release, as are three of the five SSW skins shown below (Thresh and Twitch being the ones which are valued slightly higher, at 975 RP). Finally, Star Guardian Lux will be available for 1350 RP.
