No, don't think he can.

Cluster bombing from B-52s is very, very accurate -- the bombs always hit the ground.

What would there be to control? O_O

They auto hit what is closest to them, unless an enemy champ attacks you...

and they don't walk. :P

You can control where they are shooting by hitting your target with an Electron Grenade.
