IMO:

Runaan's Hurricane is a niche pick. Teemo has ******s over it, and anyone building an on hit build. I think that a select few ADCs can use it well, but it isn't really optimal a majority of the time. Incidentally I think kog is one of the people that it would work on, simply because of his crazy range that lets him USE it properly from a safe distance. Tristana with a runaans is one of the best wave clearers and pushers there is with her passive explosions.

I have only seen Runaan's Hurricane as particualry strong on FotM Kayle.
But overall it is a very situational item, I don't see it being core on anyone.

Definitely not core on anyone, barring perhaps teemo.

It gives teemo god-like split pushing, and very nice synergy with his poison and slow from Frozen mallet (which you are getting, right? right?!?!)
