Question on this item: does the reduced attack speed qualify as 'movement impairment?' just wondering about synergy with Cheap Shot.

No, Attack Speed and Movement speed are completely different stats.

i run this on tanks like nunu,alistar,leona,and taric. It is the best armor item in the game it has 1 less armor than thorn mail plus it garrentees it's slow unlike randuin's omen. combined with runes you can get max cdr (40%) with just ionian boots. most ap brusiers can use this item to its full power.

Great for late game Amumu - lowers the cooldowns on both stuns, and helps with mana issues in between blue buffs. Definitely wait until after you get scepters if you plan on stacking AP at all, though, because it doesn't offer as much in the way of early/mid-game protection as Abyssal Scepter and/or Rylai's Crystal Scepter (because magic resist and health are far more crucial than armor, especially with any kind of decent Mumu build). If you can get around to building this, though, it's incredibly helpful for team fights.

Ryze is the best caster to build this on. It takes care of mana problems a and gives him more overall damage along with a spamable Q. If his jungle gives him blue buff then he has 40% CDR. This means that his ulti has a 30 second CD so it is there for every team fight. With out blue buff he has about 30% CDR which gives him a 35 second CD on his ulti. With blue his Q has a 2.1 CD his W and E have an 8.4 CD. Without blue his Q has a 2.45 CD and his W and E have a 9.8 CD. so there is no contest between who Frozen Heart is best on. although it helps other caster Ryze is defiantly the best fit.

^actually it's not core on most casters. There are other sources of CDR, and most casters get sufficient mp5 and mana from other items. There are some like Morgana and Karma that can make decent use of Frozen Heart, but that's far from "almost every caster."

This is a must have for most caster heroes and almost every caster player gets it. It solves your mana problems, gives you armor to survive+slows the attack speed on "right click to win" champs such as Yi/Trynd/Twitch, and then gives you MUCH faster CDs(20% mod+4 from talents is huge. That is almost 1/4 of a reduction) which means more DPS. It is almost an all in 1 caster item, lacking only AP and resist. So what you would do next is buy a Scepter and/or Deathcap to fill out your build. The Scepter has Resist+AP+Pen, basically doing everything this Heart doesn't do, while the Deathcap stacks on even more AP at the end. These 3 items fill out a caster perfectly, assuming you get enough mana from the Frozen Heart.

Yes, Kog'maw would be affected by the Aura. It has 1000 range.

Does anyone know what the range is for the aura? I'm wondering if Kog'Maw will still be affected by this if he's attacking from his max range (750).
