Also what roles should he be playing in high mmr i dont think adc but?

well my friend wants to learn how to jg he started off in adc because his fav champ is jinx and well personally i undertand what this dudes saying to you when people are new they should learn jg if anything so they can not be one of those people who duo top because levels 1-10 dont know anything
Jinx seems like a reasonable first choice. Now if he wants to jungle he should have
1) a decent jungle rune page. You can't start to jungle without proper runes. The recent prize reduction for basic runes should make this easier.
2) be at least level 20. Otherwise you won't have the runes/masteries that are so necessary for early clears.
3) you can skip 1) and 2) if you know how to kite and optimally clear all camps, which I don't expect your friend to be able to. Even then, you'll have to be level 10 to have smite or you won't be able to jungle anyways.

kinda meant around what elo range will he be playing in

I'd like to amend that there are a number of champions very well suited for low level jungling, Warwick as primary candidate.
