Proposal: Create-A-Champion Project

We cannot test our champion which leds to most work being done by theorycrafting, which can go wrong in the wrong hands.(kinda had a train of though and kinda lost it somewhere) The impact the champ makes on the game should be noticed. that's the kind of effect that we desire. we don't wanna create a garen, rather something like zilean who effects the game greatly. with that in mind can we please get a sub-forum or post important stuff in the OP so you don't have to scroll through 5 pages to look up stuff.[/quote]
