How about you make the % go higher/lower by level 6/11/16? and not global, but about blue fountain to baron maybe? because karthus can utilize rally very well if it was global.
making the level up % go from 5-10 as you progress through levels would be an efficient buff to make it usable in team fights.

If it's using % then it should be fixed, as it gets stronger depending on the champion's level and items.
With a 20% bonus a champion with 250 AD would get 50 extra AD, it's like carrying an extra BF sword. But to a champion based on attack speed or crit it would be giving much less.
I think your idea will actually make it weaker, 35 AD seems like a good number to me.

I think its pretty balanced although 15%(0-500) base with 10(5-10)>5%(1000+) might be better
