I guess you're trying to go for a tank that uses mostly his AD (based on the low AP ratio's)?
The problem with having a yordle tank is that a yordle is tiny and tanks are large, because they need to cover the squishies, so it would need to be an enlarged yordle, making him less cute ;(
Also think that the taunt would be underpowered compared to rammus and shen, because you're channeling it (making you stand still). This would mean that you can't do anything else while taunting their carry, and getting the rest of the team killed by their 2nd carry, that's why I suggest that you get rid of the channeling part.

His Q sounds like Death knight's Death Grip from World of Warcraft, but in addition it deals damage:P
Combo of his grip and taunt would be really powerful o_O
Taunting enemy for 3 seconds (holy ****) and dealing damage to him in the same time is a little bit too overpowered in my opinion.
I like his ultimate, but I would make the % a little bit lower, like 20/30/40%

I like the passive, but all the other skills seem a little OP.
First off, his Q is basically Blitz, which isn't that bad, except his w is a super long taunt. This combo would lock down someone for 3-5 seconds. Plus, I think the ult is doing a little too much. Maybe you can just make it buff allies and not debuff enemies? And with that change you can increase the size or lower the CD.

Q-Void Bolt:Delios shoots out a void bolt skill shot dealing 60/120/180/220/260(+.06)magic damage and pulling the target towards himself
W-Eye of the Void:Delios Taunts the target and channeling 70/100/130/150/170(+.04)Magic damage over 1/1.5/2/2.5/2.5 seconds

The concept art for this champion is a yordle carrying a huge black shield that is so big you can barely see the yordle. The idea of lore is that he is just and innocent who found this evil magic shield.
