Unless they changed the mechanics, I think that you can bring MR and Armor in the -0. You need things like Stark's aura debuff and Black Cleaver stacks. Abyssal Scepter will do it too. Again, last time I checked debuffs could do that.

(img)(url="website here")"image here"(/url)(/img). all the stamps are on the website in this post. i just gave you the link to the mobafire thread about it the first time lol. then just write the code in your signature. voila!

Flat amounts are additive (that means if you have 6ArP and an item that gives 20ArP you will get 26ArP) while % based items share diminishing returns so (Archaic Knowledge 15% and Void Staff 40% would give you 49% Mpen, not 55%).
You CAN get a person go minus values (you often see this on jungle monsters especialy with TBC) but this will have no effect on damage. Game will treat this target as a 0 value.
So if your opponent has 20Armor and you have 50AD:
You have 20ArP - you deal 50 damage
You have 9000ArP - you deal 50 damage.

1 point is = to 1% more health (vs. magic/physical dmg respectively).
20 magic resist = 20% more health (against magic damage)
ex. if you have 1000 health and 30 MR. You have 1300 HP vs. magic resist (even though you still only have 1000). If you have 200 MR like a farmed up galio and you have 2500 HP, you have 300% of your original health (200% bonus) so you have 7500 HP vs. magic damage.
now take 0 resist, you have 100% health, you cant have less health than how much you have, that would be fully AGAINST the metagame and would ruin people, as you could stack penetration as opposed to damage and do alot of damage, with no real damage base.
if you had for example, 70 magic pen, and they had 20 MR, and it went negative,they would have -50MR..
or -50% efficiency//half health.

i thought that the formula goes something like armor/[100 + armor] = say... .56. that means 56% reduced.
as for the negative MR, i sorta knew they could go negative, but i also knew that putting them negative wouldn't do anything more than giving them 0 armor or MR. I made this post so that people could understand that. I read a guide that just stacked a ****load of ArmPen because he thought that putting someone negative could give you bonus damage. entirely not the case.

Naturally, Armor, Magic Resistance, Damage, AP, and Move Speed are among stats that do not have a stat cap.
Ones that DO, however, include:
Attack Speed: 2.5
Armor/Magic Pen: this technically has no cap, but it cannot bring a champ below 0 armor or MR.
Critical Chance/strike: obviously cannot be increased over 100%. i hope everyone understands that one.
Critical Damage: I am actually not sure about this one. Comment, and i will add it asap.
Cooldown Reduction: This is a big one. so many people don't realize that the maximum combined cooldown is 40%, including runes, items, AND blue buff. Yes, blue buff is included in this 40%.
NOTE: Move speed has less effect as it increases. There is an explanation somewhere, but I cannot remember where. As it reaches certain thresholds, the effect of, say, boots, is decreased. Keep this in mind when stacking Phantom dancers. =P
Any other stat caps i do not know about are welcomed, because i would love to increase my understanding of the game.
