The current potions are fine.
The removed the burst heal from Catalyst of Aeons in order to stop baiting that can occur with being low-health.
If you use them properly, they are effective health.
Asking for burst-heal time potions is a sign that you just don't know when to use potions.
OP, the current potions aren't useless. All the best players make full use of them.
A smarter player would stock up a lot of potions if he/she thinks he/she has to stay in lane for a long time. Even if you can self-heal. That's because potions are very VERY cheap. at 35g a pop, you get back 200 health.
That means you can stay in lane for 1~2 minutes more, leading to you being able to farm more (maybe grab a kill or two) and gain more gold and effectively get ahead in the game.

if your champ has mana in my opinion a philosophers stone is wayyyyyyy better than potions. esp if you get it as early as possible as your first item.
