If I remember correctly, he's suppose to be this super-powerhouse with a limitor.
Similar to Rumble, except you have more control over when you're restricted and when you go super-powerful.
Basically, he's mana-less, but he has a type of management system to make you play passively during certain parts of the game, or risk running out of steam.

As for me i'm really impatient to see if they'll be able to do a good "new style", seeing how hard it is/was to balance other kinds of mana-less champs (yes Rumble, I'm looking at you).
As for 'artillery', I'm thinking of Kog too, but I've always seen Kog as an AD before being an AP. A pure AP kog-style artillery is an appealing idea.

Pretty sure the link above is proof of the thought that they refer to artillery in terms of power not necissarily distance. They kept the reference extremely vauge but mention his damage potential and unique playstyle.
Re-read the 1st quote and you'll see where I draw my hypotheosis of how he is damage heavy.
The art work we've seen shows him imprisoned so a secondary possbility is that once he hits his arcane power limit (if that is how this will work) he's going to be break free. The other chance is that his ultimate unleashes his full power so rather than just dealing X damage at any point based on his AP, he requires it to be built up and then unleashed (arcane lightning laser beams) to deal maximum damage.
