Wow, Karma truly is given much less credit than she deserves...
Some champions are meant to take more damage than others, while some champions are meant to not be touched. You just have to learn to play them right. Some of the things in this game just aren't meant to be compared. For example, Riven and Karma have completely different roles and are meant to do completely different things throughout the game.
Some champions work better off of slightly fewer items. Jax (once upon a time) could rush PD and then annihilate the rest of a game... until PD lost dodge. I think any champion is OP when they get fed. That is, only if the person using them takes advantage of it.
The only thing I can honestly agree that is OP is when a new champion comes out. Usually the ratios are a little high and allow everybody to have good experiences with them the first two weeks. All until Riot finally decides to nerf them. That doesn't make them bad, just more balanced with everyone else.

Karma is definitely underrated, but secretly OP? Not sure.
She might be able to deal a lot of damage, but lacks the crowd control that other mid AP carries such as Brand and Annie have. Of course, in return she can heal and shield her allies but she still needs a pretty specific team setup in order to work (which is why she is placed in the 'hard to place' tier in Elementz' list).
Riven also deals disgusting damage early game but again I'm not sure whether I would call it (secretly) OP.
