As you might have noticed, spells such as Twin Fang (hm, are they the only two single target low CD nukes...) also apply only 15% - or the item would be OP. I'm not implying vlad doesn't need a buff, he REALLY does (as much as I HATE to play against him) - but that was a buff.[/quote]
