On a serious note, that is completely meaningless. ACTA (Anti-Counterfeiting Trade Agreement) has already been signed by the European Union, USA, Japan, and some other countries. Now all it is required is for 6 countries to formally approve it and ACTA will come into effect in every country that wishes to ratify it. I don't know who has the power in each country to ratify ACTA, but just know that it has already been signed, ratifying it shouldn't be that far away.

stopped? It's currently open for more signatures from other countries until may 2013. After that as long as any 6 countries ratify it it will become active in those countries and any further that ratify it.
It's already been signed by 30 countries, there's no going back now. The only way for it to be stopped is if no 6 countries ratify it.
