And now, since you have so much mpen, your passive is actually gonna do stuff. Not much, but that 20 damage per second could be usefull :D.

I had lich bane, seraphs, void, rabadons, zhonyas and sorc boots and my qs were like half the hp of an adc and irrelevant to tanks.

Well, tanks have around 150 MR normally and with your magicpen, you gonna shredd it down to around 60 MR. That is reducing your damage by around 35%, means you deal around 700 damage to tanks with your Q. (Because my build actually does 1k damage without resistances) Tanks have around 3k HP, so it should be actually noticebale.
Nashor's Tooth adds around 100 damage more than Seraph's Embrace to it and gives very valuable 20% CDR, which gives you a 3 sec Q while having blue buff.

AP GP doesn't "rape" ppl early game. You can outsustain and poke to some degree but after mana runs out, you're basically doing nothing in the lane.
