Introduction
I've played Taliyah in every lane(including Jungle) and I have to say that Support is the most fun due to the interactions you can create with her kit.
You're main combo early on will be to Seismic Shove an enemy into overextending then follow up with Threaded Volley and Unraveled Earth. Do this and you can practically serve them on a silver plate to your carry/jungle.
Use your ult to cut off the enemy's path, remember to jump off at an advantageous position, I've seen quite a few Taliyah players trap/kill themselves from jumping off on the wrong side or forgetting to jump and riding it the whole way. You can also use it as a quick way to join a fight or objective capture. There a few times when you should use this as an escape since it has a fairly long wind up. Also with Taliyah's kit if you have time to wind up you can probably just walk out.
You want to max Threaded Volley first, it's excellent harass and the best option for farming Spellthief's Edge.
Seismic Shove is what makes Taliyah such a threatening support. It allows you to easily disengage enemies that collapse on you or your carry. It can also be used to pull in enemies to set up kills; follow it up with Threaded Volley and they're as good as dead. I recommend maxing it second, it doesn't increase your DPS as much as Unraveled Earth but the reduced cool down is worth it since you don't want to be caught without it.
Unraveled Earth provides great CC and damage. Consider maxing this second if the enemy team has a lot of dashing champions.
You'll want to Max Weaver's Wall whenever possible. This is an amazing ability that can trap/cut-off enemy champions as well as allow you to quickly join a team fight.

Taliyah is pretty mana hungry early on, especially if you're farming Spellthief's Edge with Threaded Volley. So the mana quints will really help out your laning phase. Armor and MR runes for durability. Magic Pen marks so you can make the most of your harass.
Flash: A must have for Taliyah; despite being able to get around the map incredibly fast, once she's in a fight she's very immobile. Luckily she's got quite a bit of CC to keep enemies at bay, but when that's not enough Flash is gonna save your hide.
Exhaust: This synergizes well with Taliyah's playsyle. She is great at peeling off enemies and pulling in/trapping enemies; exhausting them enhances both capacities.
Ignite: This is a viable option if you're feeling more aggressive or if the enemy has a lot of sustain like Soraka or Sona.
Heal. If for some reason you ADC didn't take Heal, you might want to consider grabbing this. Taliyah has no way of healing or shielding your carry so the heal and move speed can be essential to keeping them in lane.
Clarity: Meh, does anyone use this anymore? Certainly not Taliyah. You're only gonna be mana hungry early on and the Quints should take care of that.
Cleanse: Not very useful. If the enemy has a lot of CC you'll be better off going with Mercury's Treads unless they have a lot of lock-down champs. But even then, you're not likely to be their primary target as Support Taliyah.
Ghost: This is a terrible choice for Taliyah, not just as support but in any lane. She already has plenty of out of combat movement speed with Rock Surfing and in combat almost any other summoner spell would be more useful.
Teleport: Ths is not necessary for Taliyah. Again she has good out of combat move speed, and if you really need to get somewhere quick there's always your ult.
Smite: Umm... Take this if you're going Jungle Taliyah?

While Taliyah is definitely a viable tanky support, this guild is focusing on building her as a CC poke harass support.

Thunderlord's Decree
will do just that.
Spellthief's Edge is the way to go. You can farm it easily with Threaded Volley
Upgrade to Frostfang as soon as possible. Then rush Sightstone and when you get it trade in Stealth Ward for Sweeping Lens.
Sorcerer's Shoes is what I would recommend if you're ahead, as it will give your DPS an edge. Ionian Boots of Lucidity is also a strong choice since Taliyah benifits greatly from the CDR and the core items you want with her don't leave much room to build other CDR items. Mercury's Treads and Ninja Tabi are good substitutes if you're behind.
At lvl 9 upgrade your Sweeping Lens for Oracle Lens.
Rylai's Crystal Scepter is a must buy for Taliyah, it greatly enhances her CC and makes it easier to set up Seismic Shove. Liandry's Torment is great DPS and gives you a little bit of beef.
Grab Luden's Tempest and/or Rabadon's Deathcap to finish up your build if you're doing well.
Rod of Ages, Zhonya's Hourglass, Everfrost, and Abyssal Mask are all good options if you are behind or if your team doesn't have a tank.
Locket of the Iron Solari and Morellonomicon are decent counter-build items For Taliyah.
Ohmwrecker works surprisingly well with Taliyah since her ult can easily trap champions hiding under their turret. However it does requires a higher degree of communication with your carries. Consider buying this if you're in duo-que and you have a good comp for tower-diving.
