This is my AP/AS Teemo build!

As of patch 1.0.0.86(The one Malzahar was released in/this patch), toxic dart's damage occurs at the moment you hit them too(so its an instant additional damage). This allows teemo to go hybrid or Attack speed.
AND as of the same patch, a new HYBRID item was released!
New Item: Hextech Gunblade
+45 Attack Damage
+55 Ability Power
+15% Life Steal
+12% Spell Vamp
UNIQUE Active: Deals 300 magic damage and slows the target champion by 50% for 3 seconds (700 range). 60 second cooldown.
This gives both Lifesteal and spell vamp(SPELL LIFESTEAL), and even bring a slowing nuke to go with your blinding dart!

SKILLS:
Camouflage
(Innate): If Teemo stands still for 4(PATCH CHANGE:3 Seconds) seconds without taking damage, he becomes stealthed. (damage will break this effect). Moving or taking actions will break Teemo out of stealth. PATCH CHANGE: after breaking stealth you gain 40% attack speed for 3 seconds(buff called ELEMENT OF SURPRISE)

This new change gives you a great edge at lvl 1, you wont use it too much later on though, youll probably be speeding around the map nuking everyone and planting traps(FUN FUN!).

Blinding Dart
(Active): Obscures an enemy's vision with a powerful venom, dealing magic damage to the target unit and causing all attacks to miss for the duration.
Cooldown: 11 seconds(PATCH CHANGE:10 seconds)
Range: 680
Cost: 70/85/100/115/130 Mana.(PATCH CHANGE:70/80/90/100/110 Mana)
Blind Duration:1.6/2.2/2.8/3.4/4seconds(PATCH CHANGE:1.5/2.0/2.5/3.0/3.5 Seconds)
Magic Damage Dealt: 90/140/190/240/300(+.8 per ability power)

This is your nuke, and the mana cost/cooldown is welcomed, and the blind is worthless for you, youre gonna kill them before they lay a hand on you anyway!

Move Quick
(Toggle): Teemo scampers around, increasing his movement speed. Should Teemo be struck while Moving Quick, he gets knocked out of Move Quick.(PATCH CHANGE: You now ONLY get knocked out from move quick if you get hit by Champions or Towers!)
Cooldown: 6 seconds
Cost: 40 Mana to Activate
Range: 20
Mov. Speed: 20/25/30/35/40%(PATCH CHANGE:15/20/25/30/35%)

This is simply the 2nd best buff on teemo this patch, now you can screw melee champions totally over, because they cant catch you so they actually can hit you and interrupt your speed!

Toxic Dart
(Passive): Each of Teemo's attacks will poison the target, dealing magical damage each second for 5 seconds.(PATCH CHANGE: Toxic Dart now damages the second it hits, although it only lasts 4 seconds, still 5 ticks.)
Damage: 8/14/21/28/35(+0.15 per ability power)

THIS patch change is what allows you to do AP/AS teemo, now you can have 2/3 of an AD/AS teemo with the addition of a gigantic nuke! not to forget if you cant keep up your target will fall anyway from the ticks.

Noxious Trap
(Active): Teemo places a trap which detonates if an enemy steps on it, poisoning nearby enemies. Poisoned enemies take magic damage and have their movement speed slowed for 5 seconds. Maximum 15 traps. Traps last 10 minutes.(PATCH CHANGE: Vanish time reduced to 1.5 from 2.0)
Cooldown: 20 seconds
Range: 230
Cost: 75/100/125 Mana
Magic Damage: 350/500/650(+0.8 per ability power)
Slow: 30/40/50%

Wow, huge change, anyway, still works like it should. If enemies ignore you when you come running in, you can plant a trap right next to them(hopefully close enough to minions for them to make it explode).

ITEMS:
When the game begins you got 3 choices: 1. buy doran's ring and 1 health potion, 2. buy vampiric scepter, 3. buy amplifying tome and 1 health potion.
choice one is the most solid one, while the 2 others is to get the first item faster(hextech gunblade)
You want The gunblade because its a good hybrid item, AND it gives both types of lifesteal.
You dont need to buy boots as your 2nd item because movequick will be just as good.
so go buy Deathfire Grasp. NOTE: buy Mejai's Soulstealer if you already started racking up kills!
Next buy Boots of swiftness, no you dont want mobility, it only has a 15 ms difference(i dont know why but thats the truth... TESTED!)
Now get Zhonya's Ring, now you got 3 activates, fun fun!
Next you want Nashor's Tooth, there you go. 40% cooldown reduction! and a good AP/AS boost, too!
Last you want Lich Bane, not for shooting after trap, but for doing a dual nuke with blinding dart+ auto attack!

Summoner Spells:
Some prefer Ghost or flash over Teleport, but ghost isnt needed because youre already one of the fastest on the map with just Move Quick, Flash... well. you might not survive the attack even with flash if you get nuked.
Clarity is needed because you will get an EXTREMELY little mana pool because you are just pumping your AP up!

Notes: you have 3 nuke buttons, one with a 10 second cooldown(6 seconds if you got Cooldown maxed), then the gunblade, and Deathfire Grasp(both with 60 second cooldowns), you should throw everything at a target if its neccesery!

Atleast try this build, its fun to always have one more spell up your sleeve if what you had yourself wasnt quite enough!
