Introduction
The reason I go 21-9-0 is due to the fact that Ezreal is one of the best AD Carries around. With the Armour Pen and damage increase, he is capable of doing much more and can really turn the tables of a teamfight. Taking 9 points in the defense tree helps him live through the laning phase and the bonus 30 health is definitely a big plus.
Because you are going AD Ezreal, your Q and your autoattacks are you main damage sources. With such a low cooldown and good scaling, the extra armour pen will really make your Q a lot more scary. The health regen per level seals help him lane better early on and reduce the number of times you need to b due to low health. The magic resist Glyphs help you endure the harass of aggresive supports and also makes teamfights a lot easier. Because Ezreal is so squishy, you need this type of defense to help you survive. Finally. the Quints make your Q do more damage and also your autoattacks.
Your Q has the lowest cooldown, the highest damage, and also applies on hit effects, so why not max it first? It scales well and is a great harassing tool. However, taking a point in your E helps you escape those early ganks. Max your W last unless you are going AP Ez, which is clearly not the case here. Finally, max your ult whenever you can because after all, it is your biggest source of damage.
Ignite really helps you finish off those kills and is good against healers.
Ghost can be used to escape and also to chasing after fleeing enemies.
Even though Ez already has a blink, Flash is still good on him since your E has a long cooldown.
I would expect Exhaust to be taken by the support, but if not, then it is still a good choice.

Bloodthirster
This item needs to be bought early so that you can get the max stacks faster. The lifesteal is important for sustaining in teamfights and surviving in lane.
Infinity Edge
The damage is very useful and the extra crit damage/chance is also extremely important.
Trinity Force
Because your Q has such a low cooldown, you can hit enemies frequently to proc the slow. This is great for chasing and for running away. Also, using your Q also procs sheen which increases the damage of your next basic attack.
Banshee's Veil
At this point you probably have enough damamge and should be getting so defense to help you through the tough times. Banshee's provides a lot of health and also a lot of mana that you need to sustain those fights. Also, the spell is also quite useful.
Guardian's Angel
Finally, a bit of armour is absolutely necessary and the revive is crucial to win those teamfights you would have otherwise lost.

Having a good tank to initiate really helps you to dish out tons of damage without really taking much yourself. I have discovered that a good support like Rammus can really help you win your lane early. Other great teammates include ones with lots of CC, like Sejuani etc. Positioning is very important and you certainly don't want to be the first one charging into a fight!
During late game when you don't need to wait for the minions to get low before attacking, I really suggest hitting your Q once to get the extra attack speed. Keep stacking that to clear waves as fast as possible. If you follow the build stated above, then your Q can one hit the caster minions.
