To be honest, nothing is more funny than dropping a 180 Parrrley shot crit in an enemy's face from level 2 at bot lane, especially if they are exceptionally squishy (for example Ashe or Vayne). These runes, along with taking a Brawler's Gloves as your first item, adds up to 30% (off the mark by 2%) critical strike chance. Now that is ridiciolously funny. It means that, every 4 seconds, you can walk up to an opponent and pop off a Parrrley with the knowing that it will, in 1/3 chance, hit up to 180 damage. The only champions perhaps capable of taking this amount of punishment (after taking armor yellows and/or reds) is either Taric or Alistar as they both have a tankiness to them aswell as strong enough CC to perhaps counter you alongside a strong carry. Remember that this is as early on as level 2, and Parrrley's crit damage gets stronger upon each level by 50 (standardly increasing by 25), meaning that, upon reaching level 9, it (alone) deals 240 critical damage; keeping in mind that this is only on top of your current attack damage, which should be close to 90-100, upon an estimate. This, then doubled by critical damage, means that Parrrley, at level 9, should be dealing close to 400 physical damage.

Brawler's Gloves
Aswell as being your starting item, this also builds straight into Zeal. Provides a generous amount of critical strike chance and is a worthwhile investment from the 475g you start with at the beginning of each game. Should be accompanied by Health Potion x2.
Phantom Dancer
Builds straight out of Brawler's Gloves from Zeal and as such, I see it a reasonably nice thing to have. I also take 3 of these as it covers the need for boots (although you could perhaps take Infinity Edge after your first or second as there is kind of a lack of damage towards mid-game when you should be finishing your third Phantom Dancer (presumably after your second as, with the critical strike chance provided by your runes, you critical strike chance will add up to a total of close to 80% already)). These 3 Phantom Dancers provide a strong amount of attack speeda and critical strike chance and the movespeed outruns that of movement enhanced boots. Along with Raise Morales passive the only champions that really should be of any trouble outsprinting would be Janna, Master Yi, Udyr, Singed and some rare others (excluding CC of course).
Infinity Edge
With this built you will, unfortunately, climb over 100% critical strike chance (without the runes) and as such render runes useless. The runes are not, perhaps, as beneficial towards late game as hp/level seals or mr/level glyphs or armor pen marks/quintessences, but they work wonders early game. If you can't score a kill critting every 3 Parrrleys then I don't know what to say. Also gives a strong buff to your critical strike damage, raising it to 250% rather than the previous 200%. Also grants a lot of attack damage.
Last Whisper
Inevitably, people (especially the enemy team's tank) will start to build armor (unless, of course, you have an astoundingly fed Veigar or Annie on your team). To counter the problem, perhaps not entirely, but as best as is possible, this item must be bought. It's well worth the investment as, depending on their armor, you can be negating up to 3k effective health just by buying this item.
The Bloodthirster
Some damage, and the life steal is required later on in the game when, despite being fed or dishing out a ton of damage, you're starting to get focused or (as pre-game team fights go) being heavily harassed across a minion wave before your team initiates, you'll need the life steal to be high enough at all times to not get raped in 2 seconds. Also helps in those awkward 1v1 situations you may run into against that Xin Zhao or Jax.
