There's no greater way to get better at a champion than reading a guide. This guide will teach you just how to play The Tidal Trickster. In this guide I explain the most offensive way to play Fizz. With these tactics, it's hit or miss, but if you hit, you hit hard.

Now this is not self explanatory, so I will clarify. You want to be as offensive as possible, and how else can you do that? Fully offensive runes is how. You will get such a early game that you can pretty much instagib anyone at level 2.

You want to rush a lichbane so you can get great dueling potential very early in the game. Fizz's Q, Urchin Strike, applies an auto attack which in turn procs lichbane instantly.

Alright, now I've copied this from Incarnati0n because it's a really nice mastery set. The point of this mastery page is to try to get a heavy advantage early in the game, and push it as hard as possible. If you go 0/2 or something in lane, you're pretty much screwed because it's decently hard to come back with a mastery page like this.

Alright, first off you buy a Red Pot, ward, 3 health pots, and a mana pot. What you want to do is hit level 2 ASAP. When you hit level two, engage by turning on W, then Qing to the enemy midlaner. Auto attack a couple of times, ignite, and walk away. If they burned flash, then just try again later when you get your E. Your barrier can be used to bait them into engaging on you, or to take a tower hit if you're diving. When you get your ult, you'll be able to kill your enemy midlaner instantly. Lichbane is extremely good on fizz, and Zhonyas is good if you're getting focused or you really need to wait for your E cooldown.

This is a really hit or miss build. If you get first blood, you can push that advantage extremely hard and possibly end the game at 20 minutes. If you mess up, you really have to try to get back into the game because you will fall behind and stay behind unless you get a couple of kills.
