If you're scanning the comments wondering if this Singed is worth your time, here's my two cents:

It may not be the prettiest guide but who gives a rip? It's solid. I've tried higher voted builds and struggled, this one just works...at least for me :). If you love to play Singed, give it a chance.

I agree, its not pretty, maybe some day ill have time to spice it up and complete it with masteries and what not, but I stand by the items. Unless your playing something other then 5's, those items are the only ones I would consider unless your in some kind of really dire circumstances with a super weird team comp. Thanks for your Opinion though! I'd like to see what items you would use on him. I'm always open to new ideas (such as Maintained's suggestion above).

Hmm, I am not really impressed with your guide. You should put some more pictures and give some better options in items but Its just my opinion. :P

Seraph's Embrace vs Rod of Ages?

Why not both?
Pretty sure Rod of Ages is a better item in general than Warmog's Armor yet you seem to have included that anyways. Seraph's Embrace and Rod of Ages seem to make go well with each other like twins :D
