Your explanation is not actually valid. You basically said "CDR is good so I want CDR boots", and did not justify why CDR boots is better than Sorc boots + AP/CDR item.

Vlad builds CDR boots because he doesn't use mana and thus doesn't buy the major AP/CDR items, and because he is a DPS caster who wants high CDR. Lissandra is not a DPS caster. You want to EEWR and mess their team up with a godlike initiate that chunks their health, not stand there all day spamming Q and being worthless.
