You can tank up your damage easily and your W is pointless against him. This is true for most tank like champions against poppy. He is also able to stop your Charge (E).
Dr. Mundo
Tank, Massive healing, but can be stunned against walls easily. Heroic Charge not effective.
Ekko
Keep vision of him and you'll win. If he gets the jump on you then it's possible for him to burst Poppy out. Although when Hexdrinker is done that is going to be pretty difficult for him to do alone. Also your Heroic charge is hugely effective against him. Just stun and win.
Elise
If she gets the jump on you then it's over. As it is for ekko, but even worse as her stun is much easier to land. Although you can block parts of her combo with Heroic charge and she can doing nothing after getting smashed but attempt to repel away, (since heroic charge doesn't stop that).
Evelynn
Find her and land the stun and it's no problem. Heroic charge doesn't prevent any damage from her, depending on her build either you will instant kill her or you'll just ignore her till she's the only one left.
Fiddlesticks
Can't stop any of his damage and can cc Poppy easily since you have to charge in. Interrupt the drain and push knock out fid when he ults in and it should be easy to deal with him.
Fizz
Eventually Fizz is going to burst or out trade if even. Can prevent his Q forward or out, but with such flexibility it will be near impossible to prevent.
Gragas
You can stop the body slam, but his on hit amplifier is so strong, that attempting to deal with him earlier would be called running away.
Jax
He can bring the fight to you and Poppy is able to trade stuns when possible. If you stay even or get ahead then you should be able to deal with him. With heroic charge Poppy is able to out play jax to win.
Kha'Zix
Hit him into the wall, deny his leaping resets, and the bug can't do anything against you other than attempt to auto attack and then get smashed against the wall.
Kindred
Another skill match up, as you are able to deny their leaps. They will out dps if you can not land the stun or keep the gap closed. But if you do hit the wall then they will 100 to 0 before they can ever ult.
Lee Sin
Mind games. Who will out play who. Prevent his Q with Heroic charge and you'll be high-fiving all your teammates. (if he kicks you away you'll probably not catch up.)
Malphite
Tank. Try all you might, but he will handle the brunt of your damage and aeo stomp your team. Stop him early if you can.
Master Yi
He'll out dps. He can out play your Heroic charge and you can't stop any of his abilities. His mobility makes it more difficult to get the right angles. But if you stun him, then he'll die 100 to 0
Nidalee
If she pounces in, then go for her. She won't out dps and Heroic Charge stops her pounce. Don't let her get ahead.
Olaf
He'll run you down and cannot be stopped. Just run and dodge the axes till his ult is gone. Then maybe just maybe you'll have a chance.
Pantheon
Prevent his stun, can be difficult. Can burst you, but his build will more than likely be squishier. Land your stun and he's done for. (he can turn the tide of fights with low hp as he will stun and you will not.)
Quinn
Heroic charge the bounce off. Slam a wall. Done. If you cannot close the gap then more than likely better to find a different fight later that you can win.
Xin Zhao
Block his dash. and you'll probably out dps him until he has completed a few items. Aim for about level 8 or 9. As your Q will be max and that's a good spike for you. Esp. if he went the usual attack speed xin.
Udyr
Ouch. He'll hit you and you'll try to run, but it won't work.
Camille
You can stop her stun, and stun her into walls pretty easily. But it's probably not going to matter, as she'll beat you in 1v1s and in team fights.
Graves
If he never gets going, then he is going to be a threat to you. In the jungle you'll end up stunning him, and you can stop his E/R with heroic charge.
Hecarim
You can't stop his ult with heroic charge, but you can stop his E with it. So his ability to charge into fights can easily be stopped on any target with a good timing on heroic charge.
Shaco
Can't stop him with heroic charge, but you can protect targets he is trying to assassinate with the charge by pushing them away. And all he can do is run.
Hello, I am Windsweptspy and I have played the game since two or 3 months out of Beta pre-season 1. I am currently Plat 5, but highest ranked I have been is D4. I really do not attempt to climb and the only time I do is when I really like a champ and am having fun. If you're not having fun then it is not worth the while in my book. My mood is why I soar and why I crash, but I have a deep understanding of build situations and what works against what. (I would make this more fancy, but I don't know how to do those things, all I know is philosophy/psychology lol.)

As for reworked Poppy she is great. So much more fun and more skilled reliant than previously. Your Q takes skill, The W looks like it does not take much, but it will be the deciding factor between an okay Poppy and an amazing one. The Angles for E can be deceiving, but with time they feel like 2nd nature. And her ult, something to help refresh CDs or line of stuns with easy. Takes time to feel when it is the right time to knock them up or knock your opponent back to their base. While currently Poppy holds a crazy low win rate vs most champions, with more investment into how Poppy works she could be a contender to counter current meta champions. (well other than the broken tanks.)
