why u should use that runes? becasue if u take too much armor or life in runes u wont do dmg and what we are looking for is dmg at the start of the game that is when rumble is OP.
We take Ap runes because our maestries tree already has defense and our first item has too so we can have ap, life , armor , and life regeneration . We dont need much ap resist becasue AP champs wont be a problem for us ... just use Q

We have a off tank under our control so we will need resistence so i take 21 points on defense and 9 on magic atack to have some magic power at start and stay alive much time

After trying much item builds that are the best i think malady is a very good item with our surge as long as we are Autosilenced beacuse we are overheated becasue we will be getting our enemys magic resistence lowed so wew can "****" them when we go out of the autosilence and it gives atack speed that is very good for our passive.
An item that is essential is rylai`s crystal scepter because we will be all time running to take our enemys and we need to slow them with all our skills it is either a very good item for our Area Ulty skill ( R )that makes much dmg at lvl 6 maybe the biggest of the game

Thats simple Qfor burn (because is OP ) burn every 2 sec 150 dmg ... and early Wfor run and get shielded 200 life every 4 seconds it is very nice and will save ur lifes 10 times each game finally Rwhen u can that is the Op of your champ and E is only to slow enemys when they run and are out of our Q range

Flash and ignite or surge are the best u alredy have Wso u dont need gosht , Heal is not bad , teleport is useless , u dont need exshaust with your items.. neither clarivoyance ,clearness becasue dont need mana nor cleanser.

Pros :
You are a tank off play it solo top u will farm easily and nobody would kill u without die them
You are Op at start
You can harass really easily
Your passive silenced you but gives u more basic atack use Surge when u are silenced and in teamfight , trying to overheat ur self using Qto get the power of Q , passive and surge together

Cons :
difficult build in late game
You will be feeded so they will focus you

Enter to the fight with Wto run and get shielded at the start of the battle use Qto burn , becasue it is an area atack and finally use E to stop the guys that try to run .
Use ur R when they are all together to make the biggest damage or when they are running too far away ( ur R has too much range)

Go the first , u have shield,life ,Area skills and u can scape facility or stop them so u will do much dmg and u will run away alive :)

Farm heroes is the best :)
Farming mineons is just use Q... and maybe some E
when u go overheat try to do it using Q to get the passive dmg and the Q dmg at the same time
