Kled is not too difficult to deal with. You want to save your W ability for the fourth hit of Kled's W ability (The Four Empowered Auto Attacks). Shen has more map presence than Kled, later on in the game try to peel for your carries. With the lethality buffs Kled gets stronger.
Yorick
This lane is also very easy because your W can block his empowered Q ability. Try to use your W ability real smart as it blocks Yorick's little goblins.
Darius
Darius, from my experience is one of the biggest counters to Shen. Not much you can do other than ban him or beg for ganks. Do quick trades with him when he wastes some of his abilities. Most of the time you want to hide under tower, Darius will out trade you for the majority of the game. After he hits six you definitely do not want to fight him for an extended period of time.
Fiora
Early game (pre-six) against Fiora is real easy. If you can get ahead pre-six, then you should be fine, but Fiora might still be able to beat you 1 on 1 even when behind, her kit is meant for 1 on 1 duels. Avoid 6+ duels. She will scale into the lategame. She can stop your split push lategame, plus her ult and passive remove Shen's existence.
Gnar
This is a skill matchup. If the Gnar is smart he will kite you and harass you with his abilities in baby Gnar form, and finish you off when in Mega Gnar form. This lane is not easy but as long as you play around your jungler and turret, you should perform well.
Camille
I haven't faced Camille much as Shen as I see her banned in every game. I need more time to get a better understanding against this champion. Camille is very mobile, it might be hard to punish her with your jungler.
Gangplank
Gangplank is not strong in the laning phase compared to the late game monster he becomes. Most of his damage will come from his barrels. Try to get his barrels before he does when your Q ability gives you a longer range on your auto-attacks. He will scale later on, try not to push the wave and both of you have map presence so you should be able to help your team just as he does.
Malphite
Malphite is very strong against Shen. His E Ground Slam ability will lower your attack speed ratio, so it will be harder to face him. This lane is not very easy to get ahead unless the Malphite doesn't know what he's doing. Keep an eye out for the enemy jungler, Malphite sets up good ganks at levels 6+. This matchup is not as bad as the others but Malphite makes it hard to get ahead. Try to stay even.
Jarvan IV
Jarvan will harass you with his Q ability. Try to play safe and play around your jungler. This matchup is not as difficult as some of the others may be, but be careful.
Nasus
Fightning Nasus early (Levels 1-5) is not too difficult, but as he scales he will be able to 1v1 you. When you leave lane to help your team, Nasus might still be playing Farmville in the top lane, so it is inevitable that he gets the stacks he wants. You can try to taunt him when he is about to get a cannon minion for six stacks early on. Try to peel for your carries later on from his empowered Q auto-attack with your W.
Akali
Rarely do I face an Akali. Most of the time I win. Try to use your W during trades to block her Q mark damage from one of her auto-attacks. Peel for you squishes later on against her. She's got low cooldowns. Expect constant Q's from her.
Vayne
Vayne top usually wins against slow melee champs. Just try to farm under tower and play around your jungler.
Jayce
Good Jayce players will harass you very hard early game using cannon stance. Try to farm under tower similar when up against Vayne. If you are even in gold, you may be able to duel him as long as you dodge his cannon stance abilities.
Aatrox
I don't face Aatrox very much, but he will heal like crazy in auto-attack clashes. Try to go in for quick trades with an empowered auto when he tries to farm. Try to use your W to block his empowered third auto-attack.
Yasuo
Yasuo is pretty annoying to deal with as he gains armor penetration from his ultimate ability, is very mobile, and doesn't build much HP so your Q won't be as effective. He throws so many auto-attacks and Q slashes so your W isn't too useful. Try to play under tower as Yasuo naturally pushes up.
Garen
Garen is pretty easy to deal with as long as you avoid the silence from his Q with your W. Do quick trades with him if he wastes his abilities (spin, sword slam).
Graves
Graves is annoying to deal with because he can kite you around. Play around your minions and try to get your jungler to help. UPDATE! Lethality buffs make this matchup a lot worse.
Jax
Jax can block your empowered Q auto-attacks. Try to play around his E helicopter ability, and do fast trades with him.
Ryze
Ryze is strong against Shen because of how mobile he is. He will kite you if he's good. The best you can do is avoid his Q when you aren't snared.
Poppy
Poppy is a very easy matchup. Just don't go near walls against her and you should be fine. It will be hard to kill her because of how much disengage she has. Try to step on her little passive thing when it's on the ground if it's not near a wall.
Nautilus
Nautilus is not too hard to beat. Just trade with him after you bait out his W shield.
Riven
A good riven player will beat you. Riven's kit asks for a mechanically skilled player to climb. This matchup is not too unbearable, but trade if she uses her abilities when she has low cooldown reduction. At level six, avoid 1 on 1 duels unless you are very ahead in gold and experience. UPDATE! With the big lethality buffs, Riven is a big threat. Good Riven players will deal super quick trades that you can't respond to very much.
Illaoi
Illaoi is hard to deal with, but dodge her abilities at all cost. Once she uses her ult, run back. If you stay by her, you will surely die. Don't try to get your jungler to gank very often because she will kill both of you. Later on in the game your team should easily kite her. If you get hit by her E often you will lose this matchup.
Wukong
Block his empowered Q with your W and you should be fine. Don't push up very often, unless he just died.
Sion
Sion doesn't deal much damage against you. If you are sure the enemy jungler or mid laner is heading top, back off. You can taunt through him as he is channeling his Q slam. Wait for his shield to go off if you bait it out.
Trundle
At level six the Troll will steal your resistance and try to kill you. Avoid level six+ duels.
Renekton
Renekton is very strong against Shen. If you are up against an experienced Renekton player, you are in big trouble. Try to save your W for his stun. Good Renekton players will bait your W and then do quick trades with you. Most of the time you can't win these trades, and at level six you lose 1 on 1 duels.
Rumble
Rumble will harass you like many other top laners. You don't usually win against him 1 on 1. Get your jungler to help when he naturally pushes up, and sometimes trade with him if he gets to close when his Q is down for the next three seconds. At level six you can try to fight him if his heat bar is near 100 (85-90).
Kennen
Kennen will harass you like Rumble, but he has been nerfed so you should be fine as long as you play safe.
Dr. Mundo
This matchup compared to the others is painless. Because of Mundo's mobility he tends to get away easily, but he stacks health so your Q does plenty of damage. Dodge cleavers and you should be fine.
Kayle
Kayle naturally pushes up so you can farm under tower. Don't fight her unless your jungler is there most of the time. She doesn't deal much damage early, but late game your carries will disappear.
Tryndamere
At level six, bait out his ultimate when fighting. He will destroy your carries and base later on.
Irelia
This matchup is somewhat even, but kind of in Irelia's favor. She's a strong duelist. Just deal quick trades with her and finish her off. Peel for your carries late game.
Quinn
With the lethality buffs, this lane gets a lot harder. Farm up, avoid fighting.
Teemo
Teemo's blind blocks Shen's empowered Q attacks, plus he has faster than you. No smart Teemo player would get close to a Shen when the Teemo is pushed up. This is a hard harass lane, and Teemo's shrooms can make junglers struggle to gank.
Pantheon
Pantheon is an early aggressor. During laning phase, use your passive to shield you from his spears. Just farm, he's not too hard to duel as long as you keep up with him. Pantheon has map presence just like Shen. If the Pantheon takes ignite play extra careful. UPDATE! With the lethality buffs Pantheon gets stronger with them, adding to his lane bully icon. Most Pantheons get Black Cleaver, you might want to stack health.
Olaf
Keep up with Olaf in gold and EXP, help your team around. Play safe. Shen can duel Olaf, but check your minimap just in case.
Maokai
Maokai can get a lots of value from his passive because of how often Shen uses Q in lane. He is tanky and does damage. Maokai is better in fights and sets up ganks easily. Just keep an eye on where the enemy jungler is. This is an easy matchup compared to the others.
Vladimir
This is a farm lane unless Vlad harasses you with unending auto-attacks. Try to hide under tower early.
This is my first guide, and I'm doing it on the champion Shen. I am a platinum (trash) Shen main and this is how I play him. Shen is a tank/fighter that can go top lane, jungle, and support.
I don't recommend going mid or ADC with Shen. You can hover over the notes icons to see my reasoning behind my play style.

Summary
With Shen, you mainly want to play safe, if you are looking for fame and glory, I recommend playing Draven. In my opinion, Shen has a weak laning phase and I strong midgame. You don't want to play like the dominant one often, and have patience. Patience is key. As Shen, you generally play under tower and wait for ganks during the laning phase, but once you get your ultimate you can help your team around.
When using ult as Shen, try to not only save your teammate, but gain gold from it. Once you teleport to a teammate, your laning opponent will either teleport to your destination or he/she/it will gain EXP and Gold as you are busy in some other location. Try to plan out what will happen before you ult. How much damage will the enemy deal? And make sure not to use your ultimate too early or too late. With this I mean, scaring the enemy off when you want to kill them, or not being able to teleport to your teammate because they died due to you using ult too late.
In the lategame split-push when your ultimate is up as long as you won't get picked when alone. Don't always split-push, grouping is fine. In fights because you aren't building too many damage items stick to your damage carries and protect them. Sometimes your "carries" get really far behind, but most of the time either your mid laner or bot lane is doing good. Shen's ult should have helped them sometime earlier in the game.

For itemization, I usually take Sunfire Cape first unless they have a lot of AP on the enemy team. Against AP, I would recommend rushing Spirit Visage first instead of Sunfire Cape.
If you are even or ahead in gold & EXP, usually get Titanic Hydra second. Most of your damage will come from this item. If you are behind for some unfortunate reason, I recommend getting a more defensive item second rather than Titanic Hydra. Try to fit in the Titanic Hydra in your build at some point, the item is overall quite good.
I don't usually go Zz'rot Portal, instead preferring more tanky stats and teamfight strength. You can hover over the notes icon by the item to view another wall of text on items.
Laning
Laning
Shen farms real easily under tower, and tends to get shoved under it. Your taunt ability will scare away tower divers, but note that you are susceptible to tower dives still. Shen's Q allows farming to be quite simple.
You don't always have to farm under tower, just get creeps like you normally would on any champion. Always keep an eye on where the enemy jungler is because getting behind in top lane is extremely punishing. Don't push the wave unless you have a big wave and you are sure the enemy jungler won't gank. By doing this you let the enemy's tower kill the creeps. Freeze the wave if the enemy wave is pushing and they won't kill you for freezing.
You can play aggressive as long as you know the enemy jungler won't harm you. If your jungler is nearby to counter-gank, you can also play aggressive. When low and you have very little vision, back (the enemy jungler could tower dive, especially if you are low). It's always better to lose some minions rather than die and still then lose them. Farm and roams are Shen's main source of gold.
Dueling tanks is easy compared to those duelists who stack AD. As Shen you want to trade when you pull the spirit blade through the enemy, it makes trades a lot more stronger.
