Runes for Teemo look very basic because they don't affect his gameplay as a champion as much as other champions. However, the minor perks do provide a boost in the laning phase when you will harass with Q.

Masteries are picked based off of my opinion on the best pre-season AP masteries so far. These could change so keep noted.

Teemo is very special because of his ability to poison and blind. His CC is amazing but it also causes debate in the items you should buy. On one hand, getting attack speed items like nashor's or runaan's is a great idea if you plan to use Q and then AA them to death with poison. The flaw in this is build is the fact that your mushrooms don't deal enough damage. The other build would be to go full AP, but the flaw their is that your E is at a disadvantage. Finding a balance between these two is mostly preference so you have to learn what you like the most (or what your enemies hate the most).

It's not always clear how to level Teemo, but for this guide were going to say maxing out E while getting an early level in Q is the best way to go. This allows you to farm very easily, and get gold for the important items you will soon need; while also allowing for Teemo to harass the enemy if they approach him.
