Though Soraka was once trans-human, Soraka has fallen since she let the most primal of emotions rule her. Warwick, a mercenary chemist in the service of Noxus, had caused untold suffering and death among Soraka's people. An alchemical genius who took no responsibility for the atrocities he'd caused, Warwick became known as ''the Deathmaker'' by the Ionian people. As Noxian murder and terror pushed ever-forward across her land, unstoppable anger and hatred welled within Soraka. She called down the power of the heavens to curse and forever change the Deathmaker, and she mutated the man into a werewolf - a wild, murderous beast. For this misstep, Soraka lost much of her power, sacrificing her trans-human ascension and sliding several steps down the evolutionary ladder in an instant. Though she is still a champion of the Ionian people, Soraka has joined the League of Legends in hopes of reversing her curse and redeeming herself in the eyes of the stars.
Though having fallen from grace, Soraka is nonetheless determined to once again be one with the stars.
One of my favorite champions in this game is Soraka, but I do not like to play as a support for her. So as a warning, she does not do the best support job she can using this build.
The same problem with all support healer champions, Soraka's health is low. She needs to repeatedly heal and run when being attacked by melee champions. On the upside, Soraka does really well sweeping away enemy minions with her Starcall. As such she does help with pushing back minion hordes in order to push or when the base is being over run.
The runes and masteries I chose simply are good at boosting magic champions, with a little greed to increase your gold intake. Sorry, but I do not know too much about the, not having bought them yet, all I know is that these are the ones that seem most useful. Boosting mana, ability power, mana regen, etc. all purely basic boost magic. Ability cooldown reduction in the masteries are always helpful, especially with the already low cooldowns of Soraka's 3 starter abilities.

is just helpful, who isn't greedy in games? ;) More AP, mana, mana regen, etc. throughout the masteries to boost Soraka's magic even more.
I start off purchasing Kage's Lucky pick as fast as possible in order to give I little bit of gold boost for the rest of the game. After that Soraka will be slow, so I give her shoes. The Hextech Revolver into Will of Ancients give a fair bit of AP with some spell vamp. As Soraka's Starcall spell hits a lot of enemies and has a short cooldown, This tends to be really useful. Next i build up Rod of Ages to boost mana and health and AP, before getting to Rabadon's Deathcap to super increase AP. Finally get Hextech Gunblade for more spell vamp and Deathfire's Grasp for a nice little activate-able ability.
As this build is an AP and spell vamp build, the skill sequence is getting all of Soraka's attack spells leveled up as fast as possible while hitting her ultimate along the way. Starcall is helpful at sweeping aside those minions letting you advance and push back the enemy hordes. This also doesn't allow enemy minions to really help defend turrets that you are attacking since you can just keep hitting Q to get rid of them. Infuse is useful when fighting enemy champions, since it deals magic damages and silences them for some time or gives mana to allies also fighting. Astral Blessing is a heal spell, and as such I only use to heal myself for a little boost. Wish is Soraka's ultimate, and, as such, is always good to have. Wish heals all allies on the map a fair amount at base, and even more with additional AP.
While Flash is also a great way to run, I prefer the simple speed boost given to you from Ghost. It helps just as much in a pinch as Flash, but I don't know, I like Ghost. Of course one can also exchange it for an Ignite or Exhaust if one is looking to get some extra damage in as well. Promote can also be useful, as Soraka can almost singlehandely get rid of all enemy minions with Starcall to let her minions advance even faster. Heal is highly recommended, as Soraka does not have her full on strength of healing until level 18 using this build.
