As far as play style goes, Viktor is around the same if you're playing him support.
His kit is all about successive damage and lock-down potential, while also keeping enemies away with his stun field being an area of denial, effectively reducing how far the enemy is willing to push. But when you aren't trying to farm the minion waves and take kills actively in lane as you would while playing mid, and are just trying to get someone else the kills when possible, positioning is everything.
The positioning of the stun field, you and the enemy's carries, and Viktor himself. Staying right next to the enemy and poking them with autoattacks while they retreat will make you more of a target, effectively putting your Q's shield to good use and letting your Carry rack up some nice damage on the distracted enemy. Augmenting your stun first causes everything caught (minions included) to cluster, making piercing projectiles even more amazing, and allowing for more prime positioning while they're dragged back. And keep in mind that the whole time you follow this build, your Q is the best poke you have, since the damage output from the initial ability and the autoattack go beyond what his E can early on, and even later on with a Lich Bane. Since it only procs on single targets, it's a quick way to chunk carries or support early on, and even chunks away at a tank's health at full build, given they aren't building full on Magic Resist.
Don't be afraid to snag some kills or creeps while the Carry is away from lane too, Viktor needs a little gold to grab some good lane-camping items, the most effective being the Chalice, which will provide some protection from other certain aggressive supports and always leave you with enough for a quick Q. Besides that, following this build will give you amazing chunk and penetration damage, even against some tanks, and some decent beef and map coverage, as a Sightstone would imply...
