As of December 25th (Yay Christmas), I am a Platinum V Player.
I personally don't enjoy playing champions just because they're OVER POWERED. I just play champions that I think are fun and I love to play them anywhere. One day I wanted to play talon, but mid was already taken. So I said, screw it, talon support. To my surprise, I ended up carrying the game 14-0-5. So I actually got to Plat V with mostly Talon support.
SUPPORT TALON > MID TALON

Talon support is basically a kill lane as what most people would refer it to. But once he gets boots of mobility, he can roam for the entire team with an ADC that's already 4-5 kills ahead of the enemy ADC. Being the support, Talon would have to buy wards for his ADC. Although I usually don't care about wards, especially in low elo, it might be a good idea to buy a few pinks when necessary. Unfortunately this will slow his damage by a lot.

+Cutthroat is a slow and gives assists!
+Mid game roams helps every lane!
+Can easily carry games with a lead

-Highly dependent on getting kills
-Builds slower than mid talon
-Requires a good ADC to do well

Greater Marks Of Armor Penetrationx9
Maximizing armor Penetration will help you get easy kills around level 4 or 5. (Note that I did NOT say that all kills will be easy!) If you look at other guides on MID Talon, they usually have the math behind the stacking of armor pen. Just know that stacking ARPEN against an ADC who has barely any armor will basically let you do true damage. Especially once you buy brutalizer.

You don't really need magic resist vs bot lane. Getting 9 of these babies gives you a whopping 15% CDR. enough to bring your CDR to 40% combined with The Brutalizer,The Black Cleaver, andSorcery(Mastery)

QUINTESSENCES
Great Quintessence of Attack Damagex3
Thank god, without these babies, your damage wouldn't be so great. This is usually used to help you CS in lane better, but this time it's to help your poke combo do more damage.

OFFENSE

• Sorcery +5% CDR, crazy good on Talon
• Expose Weakness Nothing like a support that helps the ADC do more damage too
• Brute Force Scaling Damage, do I even need to explain?
• Spell Weaving Using basic attacks means more spell damage. Talon = Caster assassin. Good Mastery
• Blade Weaving So now your spells help your basic attacks do more damage, the ultimate combo for an AD casting assassin.
• Martial Mastery Free 4 AD. I'll take it
• Executioner KILL, KILL!
• Dangerous Game FEAST, FEAST!
• Warlord KILL, KILL!
• Devastating Strikes Just to help out with the armor pen a little
• Havoc KILL, KILL!

DEFENSIVE

• Recovery Extra health regen just to make sure you don't die
• Block -2 Damage taken from champion basic attacks, GOOD EARLY
• Unyielding -2 Damage AGAIN. Double the block
• Veteran Scars +36 hp, that's a lot of extra not die you've got here.

Utlility

• Phasewalker that's one less second it takes to get back into a lane for another kill

Literally a normal Mid Talon's Build and skill sequence except now you play him in the support position.

For spells, you definitely still want to take ignite since the damage will help in "surprising" the enemy of your damage.

Playing support talon should be relatively the same as mid talon.

GO OUT THERE MY TALON ARMY; SHOW THEM WHAT IT MEANS TO BE A SUPPORT CARRY.
Once you pick up your booties of mobis, roam for lanes that your team are losing, no point in killing someone who's worth only 50g when you can easily kill someone for 500g. Although YES, you are the support, so you can tell people that they're stupid for targeting the support.

Face it, you're not getting any CS. You're here to help the ADC, not ruin his day.
It's ok though, My ADC's usually bite the dust anyway as soon as I start stealing their kills.
If you're not getting kills as Talon, you're not getting anywhere in that game. Level's 1-3 just focus on getting your first 3 basic skills. The Average ADC will have about 670 hp at level 3. Talon's basic poke combo (E-AA-Q[AA]-W-AA-walk away) should be about 3/7 of their hp gone instantly, and 1/2 of it after the bleed from talon's Q is over. If your ADC follows up on this, that's a really high potential kill, especially if you manage to ignite the dude while your're raping face.

Good Early Game
You've gotten about 3-6 kills by now (Possibly a few assists too) , you have brutalizer, pickaxe, and mobis. Just go around doing Dream Combos to other people's lane and you've basically secured a 20 minute surrender by the enemy team.

HOLY **** I SUCK AT TALON AND IM HAVING A BAD GAME
Well, Let's say you have 0 kills, 5 deaths, and 0 assists, you have a brutalizer and boots of speed. The most you can do is leech off the person who's doing the best and hope you can sneak in some kills with the dream combo.


TIAMAT STAGE
DO THE DREAM COMBO EXCEPT WITH TIAMAT REPLACING THAT LAST AUTO ATTACK AND THEN AUTO ATTACK
(E-AA-Q[AA]-R-W-TA-AA)
TA = Tiamat Active
This combo will delete anyone who doesn't have ANY defense.

The Great Thing about Talon is that he's free AOE kills. If he doesn't get the kills, then most likely the ADC can just pick them all off. Talon's Ultimate, Shadow Assault (R), can wipe out half of every carry's hp along with the support. Talon taking out 3 enemies at once and probably losing his life? 3 for 1 is definitely worth; Especially if the only 2 remaining are the tanks.

Usually before a team fight starts, you want to be away from the bulk of the teams.
I often position myself on the side lines and a little behind them. A good initiation will have the entire enemy team collapse into one position, allowing for shadow assault + rake to get the full amount of burst against their entire team.

For some reason, Talon's Noxian diplomacy (Q) can proc on towers, making him an excellent pusher. If your team already has an assassin like Akali or Katarina, and you just assassinated someone at bot lane while the team is gathering mid. Go ahead, push bot. Split pushing as talon support has gotten me so many objectives. I would definitely not advise split pushing as a normal support such as thresh or leona because their wave clear is way too slow. Talon's Rake(w) + tiamat active is more than enough to wipe out an entire creep wave.

Basically, your goal as support talon is to rack up a bunch of kills, then share your advantage with everyone. but it's a bit harder to retaliate against your team since there's going to be someone in all the lanes at all times. So it's not like "oh talon's gone from mid, I'll just push his tower". As Support talon, your goal is to get your ADC fed to a point where he can 1v2 without a problem. Most people might not even see this part of the guide since I put it near the end.

TL;DR. Get Kills Bot Lane, Roam to Get Kills Every Lane, Push and win
