Hey I saw you asking for a review in jhoijhoi's guide, figured I'd take a look.

I see DEWO has convinced you to take Clarity instead of Ignite. I'm afraid I have to disagree with him on that.
Ignite is picked just to add that extra bit of burst. Often as a mage you fight an enemy and get them to 5% HP with your burst, only for them to walk or Flash away before any of your spells are off cooldown again to finish that enemy of. That's exactly what Ignite is used for. The healing reduction is also quite essential in teamfights, every team needs an Ignite.
Clarity is not only a subpar summoner spells (generally used by newer players who don't know how to use their mana efficiently and spam their abilities too much) but also very unnecessary if you plan on getting Archangel's Staff anyway.

Speaking of Archangel's, there are 2 items I don't like in your build:
- Mejai's Soulstealer. I'm not a fan of so-called 'snowball items' in general and definitely not on squishy champions like Veigar. Sure, you have the burst to kill enemies and get stacks, but you already get a permanent increase of AP due to the passive of Baleful Strike. Getting Mejai's is really unnecessary and risky.
- Archangel's Staff. Instead of using 9x Greater Seal of Ability Power (which are pretty bad tbh), get 9x Greater Seal of Replenishment. Combine this with Doran's Ring or get a Meki Pendant but upgrade that to Fiendish Codex (which you can upgrade to Deathfire Grasp, absolutely great item for Veigar as DEWO already mentioned). That should solve your mana issues.

Your runes are fine apart from the seals and your masteries are good (apart from Insight if you choose not to take Clarity, of course).

I'm not completely sure about your Skill Sequence either. Getting only 1 point in Event Horizon will make it very hard to land Dark Matter, especially if your enemies buy tenacity items. Leveling Dark Matter is not great if your stun is not long enough to be able to land it on enemy champions. My suggestion would be to get at least one more point in it before maxing Dark Matter.

As for the guide, you already mention it's more a build than an actual guide. You haven't made separate chapters, so overall there's a lack of depth. I'm not sure whether you want to do this, but I would suggest making the following chapters:

Quoted:

1.Introduction
2.Pros/Cons
3.Abilities
4.Skill Sequence
5.Runes
6.Masteries
7.Summoner Spells
8.Items
9.Other Viable Items
10.Gameplay
11.Summary/Closing Statements

If you don't want this, that's fine. At the very least I would add icons to your current guide.

Simply type [ [ Veigar ] ] (delete the spaces in between) to get Veigar.
Alternatively you can use [ icon = Veigar size = 30 ] to get . You can use this for champions, abilities, items, masteries, runes, pretty much everything.
For more information on how to make your guide look more visually appealing I suggest you look at jhoijhoi's guide about how to make a guide (you can find it here).

Good luck on improving your build/guide ;)

a bit odd rune setup... and spell sequence. You dont focus on anything instead you get a bit of everything. If this is made for those lower lvl players and newbies i would highly recomend doing R->Q->E->W sequence.

Also i dont think ignite is much needed... he has huge nuke itself. Clarity would be way better choice imho.

You dont clarify anything in desc.
You should write something your itemisation, rune choice, mastery and so on coz right now it looks quite weak.
