Introduction
This is a build I've tried time and time again. It works. It's good. I wouldn't say it's perfect otherwise I wouldn't have had a Pros / Cons section. It's a build that I find is cheap-ish and yet does a pretty damn good job.
I'm still in a "Warwick Phase" so I'll make changes to this build as oft as I find room for improvement. Feel free to share your suggestions also.
Otherwise, I recommend this build because it's the one that I use. If I didn't use it, I wouldn't be recommending it to you. I know that it does well and that's why I'm sharing it with you. I am yet to see another Warwick beating me with 1v1. Actually, a few moments ago I finished a game with Warwick. Time and time again I found the opponent Warwick jungling and killed him with no problems. At one point, near lvl 16 or so, I was chasing Warwick and Xin saw me and chased me too. Killed Warwick and fought off Xin without losing much life. My teammate finished Xin off which I have no problem with but, had I been left alone, I'd have killed him too no problems.
Warwick is an excellent champion, naturally. Building him my way will give him that extra boost.
Note: You may want to include one AD item if you find that you don't need that much Tanking.
I've used this Runes build against Mages, Ranges, Melees and Tanks. I love it. What's best about it is that it doesn't only apply to Warwick but most other Champions. It's a safe build. The only thing I'd change is probably to have Attack Speed Marks. As I always say, A fast Warwick is pretty scary.
So, to lay it out, we're going with
Mark of Desolation x9 = Armor Penetration
Seal of Armor x9 = Armor
Glyph of Magic Resist x9 = Magic Resistance
Quintessence of Health x3 = Health
You need to keep in mind whenever you choose which Runes to go with ALWAYS USE S-RANKED Runes or A-RANKED, only if you have to. Searz has a pretty good guide on Runes here.

A standard 21-0-9.
Attack Damage and Attack Speed. Not a Warwick that you want to mess with. Rather than going with 9 in Defense I've opted for Utility Masteries to get those little helpful tweaks like time spent dead and experience gained.
Remember, we want to try to be the scariest Champion on Summoner's Rift. Gaining quicker experience than anyone else makes you scary quite fast.

Madred's Bloodrazor
Essential and found in most, if not all, Warwick builds.
Berserker's Greaves
Why these? For the Attack Speed. Simple and to the point. The only other boots I'd suggest are probably the Sorcerer's Shoes for the Magic Pen. Both have their advantages.
Sunfire Cape
I suppose this one is a personal preference. I love the fact that I can kill in between my hits because the cape just damages the Champion I'm focusing.
Thornmail
You will always find people going crazy when they know a Champion on the opposite team has built a Thornmail. It gives you 100 Armor; as well as, when hit, returns 30% of the damage taken as Magic Damage on the Champion hitting you. This is genius. The other Champion will be helping you in killing themselves.
Randuin's Omen
Armor. Health. Health Regen. And if that's not enough, Cooldown reduction and slowing the Movement and Attack Speed of anyone who hits you. Beautiful.
Infinity Edge
Pure Attack Damage. If you get this far in the game, get some AD and finish the game off.

Briefly, I go with
Exhaust and
Teleport for obvious reasons.
Exhaust, well, to slow down the target.
Teleport, to jump around on the map to places where you're needed...and quickly.
Imagine a Warwick that suddenly appears beside you when you think you have a turret on your own. Scary, yeah?
Alternatives to these can be,
Smite | If you want to Jungle.
Ghost | Fast Warwick = Scary!

Pros:
- Excellent Tank build
- You'll be better than most, if not all, Warwick builds
- Good Attack Speed. Incredibly quick with Hunters Call
- Can take a lot of hits from many Champions as you stroll back to base
- Can Gank
- Can Jungle
- Can do well in team battles
- Can do well Solo
Cons:
- Not the best against Magic Damage. Can get squishy and annoying against high CC
- Low Attack Damage till you get to the last item
