This is were you are wrong Spacey. His W doesnt help to escape at all, Riot made sure that the internal cool down is long enough to make it unusable as an escape spell.

Other remarks:

Rylai's Crystal Scepter is kind of sub-par on him. I'd only recommend it if and only if you're bad at hitting your skill shots.
Morello's Evil Tome is highly unnecessary, the jungler will give you the blue buff. And if that is not the case, an Elixir of Brilliance will do the trick.
Zhonya's Hourglass is very situational, only get it when you need the active as the armour is pretty useless on Xerath due to Ascended Form.
Just get 9x Greater Glyph of Scaling Ability Power as they outscale the Greater Glyph of Ability Power counterparts by level 6 (= time for some Arcane Barrage) and the tiny bit of mres isnt going to help you a lot.
Your second cheat sheet is redundant, I'd suggest you remove it. Also, Sorcerer's Shoes + Blasting Wand >>> Needlessly Large Rod (I can prove it if you want me to :P)
Max Mage Chains before maxing Locus of Power, it's better for your damage output and it lowers the cool down on it (= more stun).
Heal isnt really great on him. Just get Ignite/ Exhaust/ Surge.

Furthermore its a little short but looks great for a first guide. I hope you can and will do something with my comments.
