Try poking her until level 6. Once she gets 6 you're pretty much done if you didn't snowball hard enough.

When to pick Yasuo
Enemy mage The way I see Yasuo is actually a counterpick towards most champions in the mid-lane as most poke comes from skillshot projectiles. Easy to dodge and block thanks to Yasuo's kit. Yasuo also has some of the easiest engage in lane. Don't pick Yasuo if your opponent laner is melee-only as many melee champions out-trade him. That is also why I don't like to play him in top lane.
Items
Items pay a quite big role in the lane. If you are against a champion with alot of poke, buyng early defense will help you out. It's just up to picking the best items against your opponent laner.
Trading
Yasuo is very good at trading. (if you're against the right opponent)
Now as I told you, your opponent midlaner should be a squishy, skillshotreliant champion, so you will easily out-trade them if you just jump on them. Remember that you also have a shield that helps you trade. Don't let your opponent laner take it down. You always want to trade when that shield is up.
Dashing to minions before dashing to champions will increase you dash's damage towards the champion. When you dashed on to the enemy, land an autoattack, a Steel Tempest, an autoattack and then go back again. This will deal alot of surprising damage. If you want to be more safe dash to minions and then just hit a single Q and retreat.

Pros
High mobility when surrounded by enemy units
Strong late game
Can lock down priority targets with ultimate
INSANE snowballing
No mana or energy. The only limits are cooldowns
Cons
Relatively weak laning phase if the enemy knows what they're doing
Quite squishy
It's very easy to start feeding if you fall behind
Very team-comp reliant (alot of knockups to engage)
