This builds got me on a 70% winrate all season. This a build for Ziggs to become a tower taking god.
LANING AND TRADES
You want to play it safe, poke them with Q and empowered autos from P when they don't have moves on cooldown, no matter what don't go all in after you get good poke in, typically once you poke them down to about 25% health you can get in an empowered P auto, use W to knock them back into an E and pepper them with Qs as you see fit in this combo, if they survive and escape you can finish them off with R. Its vital that in trades you save your W to escape if needed and USE YOUR AUTOS, they do more damage than you think.

Once you've got your Ludens you can 1-shot caster minions. When farming throw Q to the casters and E on the melee, you can finish of the casters first and then cs the melee by then.

You want to upgrade W right after Q, It makes the threshold for tower percent health go from 25%-32%, also a good way to see a towers current percent is to ping it and you'll see the exact percent it has. Lower cooldown on W also means more chances to escape. If you fight a team with more dashes or speed boosts it may be worth it to take an extra point in E early for the better slow.

You'll want to take Teleport because the ability to be pushing any lane down and take out 2 towers in less than 2 mins is pretty OP. I typically use it to get back to lane once early on then use it to push when it comes up again.
