Vladimir has a higher survivability, and can lane a lot longer while being a ****load easier to play than most champions. Ryze now doesn't have too much burst damage, I think. It feels more like a spell DPS sort of champ but Vlad is basically harass harass during lane and if you win your lane you're pretty much guaranteed an easy game (not necessarily a win). Ryze isn't desired in ranked because he's a more single-target champion whereas Vladimir has 3 AoE spells, one of which allows your teammates to do more damage.
Overall, Vlad is essentially easier and a bit more useful.

Ryze is much easier to kill in comparison (much more durable, better escape tactics), and aside from his ult, Vladimir is more useful in team fights. Vlad has better sustained damage.
I think that Vlad is a little better than Ryze now than he used to be since everybody is convinced that Manamune is one of the best items for Ryze. He does have a very good snare 'W' and full-out magic penetration 'E.'

I'm pretty sure Ryze>Vlad. Ryze ends up with more survivability, and his burst can reach eons higher than Vlad's while still being tougher than him. His burst is actually more, and it's better since he can so easily switch targets (as opposed to a champion with high cooldowns and must blow all their spells on one champ, then wait for the spells to cooldown). Ryze is a much more common pick/ban over Vladimir, and Ryze is much more viable for ranked play.
Ryze can take a lot of damage. The way I build him gives him 3k hp, 4.5k mp, and a lot of defense. And yes, he does have a lot of damage. If you do his full spell combo, it adds up to around 10 continuous spells, if done correctly.
Vlad is good. Lots of laning skills, better than Ryzes'. I don't know too much about vlad, but he does have a heal.
In teamfights vlad and ryze are both good. Sanguine pool and hemoplague are good. While ryze has his ultimate, which makes his spell do AoE damage.

Unless you put a tanky item on Vlad. And keep in mind that Vlad doesn't even need AP items to have AP. Ryze also has a huge nuke...that is over very quick.
Now if we were talking about laning phase, 1v1 fight, and team fights with both... Vlad roflstomps Ryze all the way from one Nexus to the other.
Ryze is much more noob friendly though. His combo is really easy to throw out and then he becomes useless...UNLESS you know how to use his abilities in the fashion that gives him better sustained damage (still not as awesome as Vlad's spammable mini-nuke heal).

I think ryze is better. Interesting match considering i swapped Vlad out for Ryze when he was changed. He has much more survivability IMO. The end up with equal HP but ryze can fight against almost anyone for sustained lengths of time. Vlad is more of a poke and run.
Vlad does have a better escape mechanism but ryze doesnt need one as much. I would take ryze over vlad. But I am also biased because I love his playstyle.

So much of what you're saying doesn't make sense...

1. Sanguine pool.
2. Hemoplague makes all allies do more damage.
3. Ryze is made to pure dps, vlad nukes with low cd.

Whats the difference between the two?
Let me elaborate. Im just looking for the basic idea between the two, not all that stuff like how ryze is now build on mana and Vlad on AP. Im just looking for more of a answer of why someone would choose Vladimir as a champ over Ryze. Like does Vlad have a higher survivibility, is easyer to lane longer with while Ryze is easyer to gank with and has more burst dmg.? Thats the kinda basic answer im looking for.
My 1 other question is this. Ive read that Ryze is not desired in ranked games. Due to his new makeup of his builds using mainly mana items and such it appears that he has become more popular in PvP games. Do you think that he will become more desired in ranked games now as well? Or will Vlad still dominate him in this catagory?
