I would think Boots of Swiftness - Furor would be more optimal for the speed than sinking 4k gold into TriForce. Ashe has enough trouble keeping up in DPS with other ADCs as it is without delaying her IE + shiv/PD.

You can make Ashe viable by playing against bots.
