The tenacity items don't really change much. Merc treds have the greater tenacity, therefore are the most viable, and the other items don't seem to be good other than early game(min 20 or less).

I like the GP buffs though.

yeah the gp buffs are nice, but he'll probably need more. i mean he was kinda up before his "rework"

I think tenacity will be nice - it'll be a "oh I'm ashe and I can't give up my early game attack speed, but I need CC reduc once I exit the laning phase, tenacity ftw!"

The only way I see this as viable is getting any boots other than merc treads and getting a tenacity item, and late game selling both the boots and whatever tenacity item you got for merc treads and start building something else.
