Obviously Teemo. Who in the game, other than Teemo, has a Global Taunt? No one...except maybe for Evelynn.
I think Singed is the best overall tank since he might be the most versatile. He runs fast, puts enemies into dangerous positions, AoE slow, does "Tons of damage" by running around in circles, can peel Tryndamere off your carry, and is practically unkillable with Insanity Potion on. He also has this really powerful Taunt when he's running away.  |

For me it is Mundo because he does great damage and is really awesome when you can play him. Otherwise Alistar is awesome with his heal.

It's really hard to say...
Shut-down (ragequit, QQ):  Alistar and  MaokaiNeed CC/Support:  Leona/ Shen1v5 (in-freaking-vincible and ridiculous damage output):  Mordekaiser and  AmumuThe best tanks (in my honest opinion) would have to be the ones that can do what needs to be done no matter how much farm they have or how the game is going. The champions I always rely on for versatility, effectiveness, and sufficiency would have to be  Galio, Shen, and (I can't believe I'm saying this)  Singed.My personal favourite choice (for fun, that actually works):  Skarner
