Why do you never see unavailable skins in the LCS? Is there some kind of rule against that?

I do know that some skins (f.e. iBlitzcrank and Eternum Nocturne) are banned because they are so different from the original.

About unavailable skins... no idea, I suppose on the tournament realm all skins are unlocked automatically. I can imagine that people buy skins because their fav player/team uses them, and it would kinda suck if those pros would play with skins that people can't buy.

Is that actually true? I mean, that's pretty dumb, not gonna lie.

Pretty sure I heard unavailable skins were banned because they're trying to sell skins to people watching and they don't want people to be confused looking for skins they can't buy. Seems weird though since people are still going to do that if they see it in their own games.

Yes it's true. Think they said it's for clarity and consistency for viewers (who might not know each champion's skins that well).

It'd be funny if some non-TPA team chose a TPA skin for their champion, or if a team chose SKT skins lol

I'm pretty sure that Eternum Novturne was used in some game last season I think, or early this season. Was that rule not active then?

This old post clears it up. Some skins include significant base model and animation changes such as Steel Legion Lux, Underworld Twisted Fate and Dark Valkyrie Diana.

I have heard that some skins actually give an advantage to the normal classic skins like one of Blitzcrank grapple arms is actually 0.5cm longer than normal and I believe the fire shield that Annie uses is less visible on her Frozen Skin.

I have heard that the champions skins are banned in LCS although I have never found out if this is true or why

There are also supposedly some champ skins that have slight differences in there ability animations reactivity, most noticably this affects bounty hunter lucian's autos being more impactful and pulsefire ezreals mystic shot seeming slightly clunkier than usual. At the very least ive heard these two mentioned a couple of times when the topic arose.
-am aware this is only mildly relevant since skins are banned for different reasons, just thought it was worth mentioning.
