I'm going to with a 'kinda' as my answer. Obviously, after your attacks "splash", they can't splash more, so no additional range or splashing. Now the other part is that the splash damage is likely % based, and therefore getting more of will give you an increase in %. With that having been said, you are better off stacking AD to increase the damage done rather than the %. 8% of 42 is just under 4, while 4% of 120 is just under 5. While I am not saying that Tiamat's internal % is 4%, I am saying it's not 50%, and is also very likely to suffer diminishing returns.

I think the splash damage is categorized as "Magic Damage", so if anything would grant HP, it would be spell vamp.

Tiamat's description states that the splashed dmg is counted as physical, oddly enough. I am forced to assume that you would get lifesteal activated on this splash damage, but would really have to playtest to know for certain.

Minions do have the tendency to.. Clutter into huge groups (at least the melee ones). I'd say that would result in a massive income of health O.o

But, yeah, true. On the general basis it's not OP.
