Fun is, in fact, doing something with your champion that wasn't meant to be and making it work. Not only making it work, but making it work well.
I just don't see this working as well as other circumstances.
Idc what people do in normal blind picks. But in draft ranked or unranked i tend to take things a bit more seriously.

If I see this catch on I blame you for the hours wasted in games because of trolls.
I love building characters in odd ways that *work*, (AP Yi, Gragas Tank etc.), those are examples of off builds that can be wildly successful because your opponents don't know how to react.
You exploit a weakness.
I dislike building characters in terrible ways that lead to suboptimal results. Jungle Kat is the top of that list. It doesn't even change her basic playstyle, which means you are:
A) Gimping yourself with less farm
B) Buffing the enemy jungler because he will counterjungle you and make you cry
C) Not forcing people to change their playstyle because they don't understand how to deal with you. "See Katarina - Activate CC / Silence - Continue winning"

He has an attack speed debuff, a % DR and a displacement ult.

In the view of today's LoL society, anything with any kind of CC, heal/shield, or buff is considered support by somebody. In essence, almost every champion can play support. We know.

Jungle Kat late game OP.
Slow jungle. Very easily counter jungled.
But with good gank and team, it could work. Dependent on gank success though.
Not saying it's viable for ranked play, but it can work and can be powerful.
