I think with an iceborn and muramana he has all the damage in the world that he needs. Just because a champion can stack a tear very quickly doesn't mean that it's worth buying.
Evelynn and Hecarim can also stack a tear very quickly but you dont see them ever buying it.

There's absolutely no reason to get a Visage on Skarner, you're much better off with Banshee's.
